- Kevin McCarthy isn’t the only Californian who is miserable in Congress

For the last few years, congressional Republicans have been split into factions that are not ideological in the traditional sense. Pick nearly any standard domestic policy issue — abortion, gun rights, taxes, immigration — and you won’t see much evidence of the schism. Former House Speaker Nancy Pelosi (D-San Francisco), a prodigious fundraiser herself, has stuck around since stepping down from House leadership to help the new generation of Democratic leaders through the transition — and has helped the party avoid a dropoff in fundraising. The 83-year-old is running for another term, and will still be there after the 58-year-old McCarthy departs.
McCarthy receives homecoming welcome from California Republicans after being elected speaker
Gaetz, along with other GOP hardliners, moved to oust McCarthy from the speakership. In multiple interviews this afternoon, the California Republican refused to rule himself out in the run for the speakership, insisting the GOP conference will decide. Moderate Rep. Don Bacon said that he thinks some members will nominate McCarthy for speaker tonight and argued that no one else in the conference has as much support as the former speaker, who was ousted last week. “I think it’s real important that we go to the floor with 217 votes, 218 votes,” Jordan told CNN. Jordan and many of his allies are backing the proposal, which is expected to be discussed at tonight’s closed-door conference meeting. A small minority of the conference "took the wheels off our car and we need to be acting right now on Israel,” Bacon told CNN. “They don't support the institution. They don't support our party. All these folks care about is media clicks."
Letters to the Editor: The one consistent Republican Party value since 1980 -- make the rich richer
The Member designated by the Steering Committee for this position need not be the Member with the longest consecutive service on the Committee. How is the race shaping up?

(b) A waiver of this rule can be granted by the majority of the Elected Leadership as defined under rule 2. (b) If a member of the Republican Elected Leadership is indicted, the Republican Conference shall meet and elect a Member to temporarily serve in that position. (D) No Member of the Republican Steering Committee, with the exception of Elected Leadership, is eligible to be appointed to serve on the executive committee. (C) If the Republican Conference fails to approve a recommendation of the Chair of the NRCC with respect to a nomination, the matter shall be automatically recommitted to the Chair of the NRCC without instructions.
The measure aims to influence courts and state election officials who are weighing whether Mr. Trump is eligible to hold office under the 14th Amendment’s ban on insurrectionists, an issue that is casting a cloud over the primary season and as Mr. Trump closes in on the Republican nomination. Senator J.D. Vance, Republican of Ohio, is introducing a companion measure in the Senate. More than 60 lawmakers signed onto the declaration as courts and state elections officials weigh whether the former president is eligible to hold office under the 14th Amendment. Jordan’s backers include Gaetz and Rep. Nancy Mace (R-S.C.) — both of whom voted to oust McCarthy — and former president Donald Trump, who endorsed Jordan last week.

Johnson has never spent much time fundraising — he hails from a safe seat and hasn’t done much campaigning for others in past years. Before he became speaker, Johnson had raised just over $5 million in his six-plus years in Congress. He’d brought in just over a half-million dollars in the first three quarters of 2023, compared to $15 million for McCarthy, who helped the National Republican Congressional Committee raise more than $40 million last cycle alone. He’s a campaign animal, more interested in and adept at recruiting candidates and raising money than crafting policy. “It’s not the job of the states, and especially not the job of some bureaucrats in Colorado, to make this assessment and interfere with the rights of voters to cast their vote for the candidate of their choice,” Mr. Gaetz said at a news conference, flanked by fellow Republicans.

Emmer, the House majority whip, said in a letter to his colleagues shared on Saturday that he was seeking the speakership with the goal of delivering “historic change.” Kevin McCarthy backed the Minnesota Republican for speaker, which delivered an early boost for his candidacy. “We are again back to where we started.” Nehls himself voted present when his name was called, he told reporters. House Republican moderates are holding out hope that Rep. Kevin McCarthy will make a late entry into the race for speaker as they head into a GOP conference meeting — further complicating the path forward as lawmakers struggle to coalesce around one candidate.
On Monday, however, the former speaker said he is willing to resume serving as speaker if enough of the Republicans who voted in favor of his ouster last week are open to his reinstatement. While House Republicans made modest gains in diversifying this year, their senior ranks reflect the overwhelmingly white, male makeup of their conference. The party is on track to have no people of color leading committees — a notable shift from House Democrats, who have six Black lawmakers, two Latino legislators and an Asian American one in those posts. Republicans are also set to have only two or three women leading committees, down from the seven Democratic women who now hold gavels. (a) To the maximum extent practicable, the Chair shall make the text of matters adopted during the organizational conference held pursuant to rule 3 publicly available in electronic form. (8) fails to be noticed to Members of the Republican Conference at least 5 days prior to floor consideration (exclusive of Saturdays, Sundays, and Federal holidays, unless the House is in session on such day).

These nominations shall be submitted to the Conference along with the other nominees from the Steering Committee. (e) Definition.— For purposes of this rule, the term “regional plan” shall mean a plan establishing geographic regions for purposes of electing representatives under subsection (b)(13) of this rule. (D) Any proposed amendments to the regional plan shall be submitted to the Republican Conference not later than the calendar day prior to consideration of the regional plan by the Republican Conference. The Chair of the Republican Conference shall make all such amendments available to the Members of the Republican Conference prior to consideration of any such amendment.
The Los Angeles Police Department said 93 people were arrested on suspicion of trespassing during Wednesday's demonstrations at the University of Southern California. Democrats also were holding significant margins in several districts, including the Central Valley’s 9th, where Democratic Rep. Josh Harder had a nearly 13-point edge over Republican Tom Patti. The latest returns — with about two-thirds of the votes counted — showed Garcia with 54.4%, to 45.6% for Smith. The latest returns showed Gray leading by 761 votes, with nearly 80% of the votes tabulated. In the 45th District anchored in Orange County, Steel, a South Korean immigrant looking for a second term in Congress, faced Chen, a Navy reservist and the son of immigrants from Taiwan.
(2) The Committee on Policy shall report its suggestions for Republican action and policy to the Republican Members of the House. The Chair of the Committee on Policy may appoint, in consultation with the Speaker, such subcommittees from the Republican Members of the House for such purposes as may be deemed appropriate. (1) The Committee on Policy shall be an advisory Committee to the Membership of the House Republican Conference. The Committee on Policy shall meet at the call of the Chair of the Committee on Policy or the Speaker and shall discuss legislative proposals with Republican Members of the appropriate standing and special committees and with such other Republican Members as the Chair may invite to meetings. (a) Each Committee shall have an organizing caucus of the Republican Members before the organizing meeting of the full Committee. The committee chair shall call the meeting, giving at least three days written notice to all Republican Members of the committee.
(a) A member of a standing, select, joint or ad hoc committee, or any subcommittee thereof, who is indicted for a felony for which a sentence of two or more years imprisonment may be imposed, shall submit his or her resignation from any such committees to the House promptly. (3) Retention of Seniority Rights.—A Member newly assigned to the Rules Committee shall have the option of being “on leave with seniority” from one standing committee on which he or she served previously. At such time as service on the Rules Committee shall cease, such member shall have the right to return to active membership on that standing committee with the relative seating and seniority accumulated during his or her tenure on the Rules Committee. (1) The Republican Steering Committee shall recommend to the Republican Conference the Republican Members of the standing committees of the House of Representatives, except as otherwise provided in this rule. (B) If the resolution is not acted on by the committee to which it was referred as soon as practicable, but not later than 7 legislative days, a petition of 50 or more Members will discharge the resolution for consideration before the Conference.
Nearly 69% of those early votes came from registered Democrats, while 19% came from Republicans. But there’s been another House special election in New York more recently, when Democrat Tom Suozzi replaced Republican George Santos on Long Island in February. As of Nov. 1, there were more than 570,000 registered voters in the 3rd District, and about 30% voted in the special election. After a messy redistricting process in 2022, New York just recently approved new congressional maps, which will go into effect for the 2024 election.
They are seeking to avoid the chaotic, 15-round vote that led to McCarthy’s speakership in January. But in a sign that these negotiations may take some time, that formal House speaker vote has not yet been put on the calendar. Eastern time, and on Wednesday morning it will hold an internal election for speaker. There is still, however, no formal vote for speaker scheduled yet on the House floor — where it will take a majority of the full chamber to elect a leader. (b) It is further the policy of the Republican Conference that Republican Chairs or Ranking Members shall not give consideration to a Member’s seniority, committee assignments, or position in the elected leadership when facilitating a request made pursuant to this order.
